Have you checked out these local small engine repair shops, they usually handle cylinder reconditioning. Some online services will mail them out for re sleeving too

Before you ship your cylinder, take off the studs, dowels, gaskets, and power valves. Include your piston too, if you can. It makes matching the bore size spot-on. Fill out their order form and double-check the cost and how long it'll take.
