The condition of fuel lines & the air filter as well as fresh clean fuel. Then on to pressure - vacuum test.

I should have mentioned checking spark & spark plug in that list. It is so basic I never thought to put it in there.

Totally agree with the above. IMHO fuel is always #1. I dump out water in fuel on every other saw on a good day. On every saw on a bad day.
